The Subcontracts Administrator (SCA) 4 develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Executing and administering Non-Disclosure Agreements which may include multiple parties. Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures.
The SCA 4 will negotiate with both large businesses and small businesses on different contract types from Firm Fixed Price, Cost type to Time-and-Material. Training small businesses on best practices will be required as well as monitoring program performance against small business goals and developing planning to adjust supplier base to meet the goals.
Contributes to the development of new concepts, techniques, and standards. Considered expert in field within the organization. Demonstrates the skill and ability to perform complex tasks. Able to communicate effectively and clearly present technical approaches and findings. Able to be creative in finding solutions to resolve issues.
Develop solutions to complex problems which require the regular use of ingenuity and innovation. Ensures solutions are consistent with organization objectives.
Serves as consultant to management and special external spokesperson for the organization on major matters pertaining to its policies, plans, and objectives. This person will attend program meetings and must be comfortable presenting to large groups and upper management.
This person will act as a lead and provide training, oversight, and guidance to lower-level employees which requires him/her to be very knowledgeable of the FAR/DFARS and processes and or procedures that must be met in order to be in compliance with FAR/DFARS. He/she must also have strong knowledge of commercial requirements. Strong organizational and communication skills.
